If you are registering the domain on behalf of someone else, such as your client, you can use their contact details to register the domain. In that case, it is recommended to notify them that they will need to verify the domain.
Please note that some domain extensions have specific requirements in regard to contact details. For instance, .eu domains can only be registered by citizens of European countries. In the case of .br domains, the registrant must be at least 18 years old, among others.
