A Virtual Private Server (VPS) is a type of hosting that virtually replicates a physical server with its own operating system and dedicated resources.
This allows you to be in control of all the server configurations, so you can create an environment fully adapted to your needs. For example, VPS allows you to edit the php.ini file, which is restricted on managed hosting environments.

Keep in mind that VPS plans at Hostinger are self-managed. This means that all settings, such as installing and updating OS and applications, creating a DNS Zone, setting up a mail server, installing SSL, and everything else, should be done on your part.
